What's happening at Bendigo Health June 9

There has been plenty going on across Bendigo Health, here is just some of what’s been going on.

New Bendigo Hospital announced as a public private partnership

We welcome the announcement by Premier Ted Baillieu that the $630 million New Bendigo Hospital will be delivered as a public-private partnership.

The PPP model will enable the New Bendigo Hospital to be delivered on time and on budget, and represented the best value for Victoria’s taxpayers.

Mr Baillieu made the procurement announcement this afternoon in Melbourne.

The announcement will allow the project team to proceed at full speed with the release of the expression of interest shortly, a short-list of bidders will be determined from the respondents to the expression of interest and then invited to bid for the project.

Victoria is a world leader in public private partnerships.

The Royal Children’s Hospital is a prime example of how the Victorian Government is working with the private sector to deliver first-class hospitals. The Royal Women’s Hospital and Casey Hospital have also been successfully delivered under this model.

Further planning on the New Bendigo Hospital has been completed since the project was announced in May 2010, including the commitment of an additional $102 million by the Baillieu Government, making the New Bendigo Hospital a $630 million project. An updated concept design has just been released which incorporates the Government’s pre-election commitment to additional capacity and an integrated cancer centre on the hospital site. The existing hospital will house the community dialysis service, administration offices and car-parking. Whilst the new concept is a proofing exercise and it is quite likely that the new hospital will look very different to the concept image, the plan provides a better outcome for patients, staff and visitors.

 

Ministerial Rural Health Forum, 29 April 2011

The first Ministerial Rural Health Forum hosted by the Minister for Health Hon David Davis MP was held in Creswick in April.

Over 200 participants attended the day to hear about and contribute to, the development of areas for potential inclusion in future health planning.

Bendigo Health’s chief executive officer John Mulder was one of the three keynote speakers at the conference. John presentation ‘Creating a World Class Regional Health Service’ is available on the Department of Health website. Click here to see more.

Its the value not the number that counts

Anyone can spend money.I want value for money when my money is being spent.I do not want money wasted on "private" businesses who will reduce care and services to maintain their profit margins.Surely our public servants can serve the public, i.e. us, by providing service standards at our hospital.

Bendigo Health shares your aim of getting the best “value for money” from the significant investment in the New Bendigo Hospital project. “Best value for money” doesn’t necessarily mean ‘lowest cost’ ; it is about obtaining the best deal over the term of the contract, taking into account price, quality of the buildings and the services delivered, design amenity, flexibility and sustainability. Public private partnerships (PPPs) have been demonstrated to deliver best value for some projects through innovation, capital-recurrent trade-offs (ie spending less over the long term by making a greater investment up front) and competition. Not all projects are suitable for the PPP approach. The analysis undertaken indicates that the New Bendigo Hospital project is suitable, ie there is the potential for greater value for money than through public sector delivery and that is why the Government has made the decision to deliver the project as a PPP.

The comparison of PPP delivery against public sector delivery will be rigorously tested on the New Bendigo Hospital project at a number of points in the procurement process. If PPP delivery cannot be shown to deliver a better value outcome, the project will be delivered as a public sector project (which will still involve private sector architects, engineers, construction companies and project managers). All clinical services will continue to be delivered by Bendigo Health staff, irrespective of the final Government decision on a PPP.
